Decline in Republican Party Intellectual Standards
Bush, famously, described his first budget by saying, "It's clearly a budget. It's got a lot of numbers in it."
At least he was clear on the concept.
Sadly, the GOP has not been able to retain policy makers with Mr Bush's level of expertise
