He dismissed strong belief and claimed that they even knew where they were. Since you can't "know" what isn't so Rumsfeld lied. Bush had ample opportunity to correct Rumsfeld if Rumsfeld wasn't speaking for him. There was no honest mistake. They were liars. The distinction between knowledge and strong belief was specifically rejected prior to the invasion. And it wasn't on some out of the way venue.
