That's called "democracy".<br /><br />In way of principle if the voters of a member country elected politicians to run a 20% government and trade deficits at the top of the cycle and were prepared to pay themselves for the resulting debt or the consequences of defaulting it would be quite allright.<br /><br />But there is a legitimate suspicion that the voters of some members would try to get the voters in the other members to share the burden of taxation later without sharing the benefit of the spending earlier.<br /><br />So the "heads of government" have decided *democratically* (to unanimity even) to commit themselves to limit their deficit spending to agreed upon limits in order to reassure each other's voters.
